0maha' Public Power District  : Docket: 50-285 Fort'Calhoun-Station .0perating License: DPR-40 Based on'the results of an NRC inspection conducted on June 1-30, 1989, a deviation of your commitments made to the NRC was identified. The deviation

' consisted of the failure to' properly support steam lines. In accordance with the " General Statement of Policy 'and Procedure for'NRC Enforcement Actions,"

10 CFR Part 2. Appendix C (1988), the deviation is listed below:

- Steam Lines Not Properly Supported-The Fort Calhoun Station Updated Safety Analysis Report, Appendix- A, states in part, that Class II equipment and comr,onents are required to conform to applicable industry design codes and standards. The applicable industry code for the Fort Calhoun Station is USAS B31.1-1967, " Power Piping." This code states, in part, that in the absence of an alternate documented design calculation, the maximum unsupported span for 1-inch steam piping shall be'9 feet.

.In deviation from the above, 1-inch steam. service piping was discovered by

.the inspector. supported at spans of 12 feet which exhibited excessive vibration and which had no retrievable design analysis-proving its acceptability. (285/8926-01)

Omaha Public Power District is hereby requested to submit a written statement or explanation'to this office within 30 days of the date of the letter transmitting this Notice. This reply should be clearly marked as-a " Reply to a Notice of Deviation" and should include a written' statement or explanation for each deviation: -(1) the reason for the deviation if admitted, (2) the corrective steps which have been taken and the results achieved, (3) the corrective steps which will be taken to avoid further deviations, and (4) the date when full compliance will be achieved. Where good cause is shown,  ;

consideration will be given to extending the response time.
