NDTICE OF DEVIATION Omaha Public Power District Docket: 50-285 Fort Calhoun Station Operating License: DPR-40 I

Based on the results of an NRC inspection conducted on March 1-31, 1988, a deviation of a commitnant made to the NRC was identified. The deviation consisted of erection and use of scaffolding without a safety review being performed, In accordance with the "General Statement of Polic for NRC Enforcement Actions," 10 CFR Part 2. Appendix C (1988)y , the deviation and Procedure is listed below:

i In a letter, dated February 24, 1988, the licensee submitted a response to Violation 285/8724-05. In the response, the licensee stated that a review would be performed prior to the erection of scaffolding in safety-related areas for maintenance or any other activities.

In deviation from the above, on March 16, 1988, the NRC noted that scaffolding was erected for painting of the emergency feedwater stcrage tank, which is in a safety-related area, and no prior review had been' perforned. (285/8811-02)

Omaha Public Power District is hereby requested to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTH: Document Control Desk, Washington, D. C. 20555 with a copy to the Regional Administrator, Region IV, and if applicable, a copy to the NRC Resident Inspector, within 30 days of the date of the letter transmitting this Notice.

This reply, should be clearly marked as a "Reply to a Notice of Deviation" and should include a written statement or explanation for each deviation: (1)the

• reason for the deviation if admitted, (2) the corrective steps which have been taken and the results achieved, (3) the corrective steps which will be taken to ,

avoid further deviations, and (4) the date when full compliance will be  ;

achieved. Where good cause is shown, consideration will be given to extending the response time. .
