I NOTICE OF VIOLATION s The Detroit Edison Company License No. NPF-43 As a result of the inspection conducted on September 21 through November 9, 1987, and in accordence with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1985), the following violation was identified:

10 CFR 50.49, Paragraph (f) requires equipment important to safety to be qualified by testing and analysis.

Contrary to the above, the following EQ file deficiencies were identified:

a. The EQ file (EQ1-EF2-101) for Weidmuller Terminal Blocks did not demonstrate the environmental qualification of these blocks for accident conditions inside the drywell, in that the test documentation in the file could not justify the failures experienced by the terminal blocks under l spray conditions. Subsequent to the finding, the licensee provided new l documentation to provide evidence that the terminal blocks were  ;'

qualifiable; however, this evidence was not contained in the EQ files prior to the EQ deadline of November 30, 1985. (50-341/87039-06(DRS))

b. The EQ file (EQI-EF2-220) for AVC0 solenoid valves did not demonstrate j operability of the valves under accident conditions, in that the valve '

assemblies failej during functional testing by " sticking" in an intermediate position. Subsequent to this finding, the licenaee provided new evidence that the assemblies were qualifiable; however, this evidence was not contained in the EQ files prior to the EQ deadline of Nm.> ember 30, 1985. Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation: (1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid fu-ther violations; and (3) the date when full compliance will be achieved.
