Dear Commissioner Zech:

Recently, I met with a group of 50 constitr .ats in the New Hangshire Seacoast area who oppose licensing the Seabrook nuclear power plant and who are concerned with emergency planning for this facility.

I favor licensing Seabrook, providing that all Federal safety standards

not intended to have arty negative ingmet on the Seabrook licensing process.

It is purely an inquiry initiated at the request of this group of constituents l

pursuant to our meeting. At your earliest convenience, would you please respond

! to the following matters: ,

1) wiy approval of off-site unergency planning is not a inclear Regulatory l Comnission (NBC) criteria fo'; issuance of a limited 3 power license to nuclear J power plants. Has the NRC wer issued a 5% power license without first approving off-site emergency plannirq.

2)

There is persistent concern that Seabrook will be used for' storage of nuclear waste generated by other nuclear plants in New England. Can you provide assurance that the Seabrook facility will not be used for regional storage of high-level nuclear waste.

3)

Issues relating to the role of local connunity involvement in emergency planning:

a) Why have there been no drills where Seacoast residents are actually evacuated.

b) What are the criteria which will ensure the safety and evacuation of c.mir..;a ; .:...sphools, senior citizen centers, and hospitals.
