01 REVIEW OF REGION 11 MEMORANDUM DATED APRIL 4, IS84 l REFERENCE (a): RII Memorandum, Panciera to Dance dated 4/4/84; Review of Material Presented to GPC Relating to Alleged Intimidation  ;

of OC Welding Inspectors by Pullman Power Products, Inc.

A review of Reference (a), which is enclosed herewith, disclosed two - 1 statements which appear to be misleading. 'This memorandum to the file will clarify the investigator's actions which are reported in Reference (a).

The statement in the second paragraph which reads In addition, R. Burch.

01, met with M. Googe, R. McManus and W. Nickerson of GPC to discuss the need to interview PPP personnel regarding quality concerns" is misleading. '

Investigator Burch met with these individuals, but for the purpose of requesting the Ouality Assurance documents associated with the investiga-tion and to obtain the identifies of PPP OC inspectors. No investigative material or issues were discussed during this meeting. A note in the case file, prepared af ter the seeting, sets forth the circumstances of this .

The statement in the fifth paragraph regarding 10 CFR Part 21 concerns ,

appears to be misleading. The SRI was advised by Investigator Burch of the Part 21 concerns expressed by one information source. A tour of the plant was conducted by the investigator, with the SRI present, however, this plant . tour was for the purpose of observing material storage areas, not Part 21 concerns. The investigative report, page 44, clearly identifies the purpose of the plant tour. -
