RELEASE OF INTERNAL MEMORANDUM TO LICENSEE l

I have received your memorandum on the above subject. I agree that the 3 released document was of that type which should not have been released to the licensee; while not a draft inspection report, it related directly to such a report. You were correct in interpreting my guidance conservatively. Your corrective action appears to be entirely appropriate, subject to correction of the docket file (or Inspection Report) to note the inadvertent release.

The correction notice should be coordinated with the Office of Investigations in view of the interest of D0J in the matter. -
