The attached report is a result of an investigation conducted by this office.

into allegations of intimidation and harassment of Quality Control inspectors by Pullman Power Products, Inc., a contractor doing construction at the Alvin  ;

W. Vogtle Nuclear facility. The OI report provides descriptions of acts o-incidents which are potential . violations' of NRC's regulatory requirements.

During our review of the Report of Investigation it also became apparent that certain information warrants attention by the Department of Justice. ,

J This investigation is currently under review by NRC's Region II and _the Office of Inspection and Enforcement to determine the civil violation, if any, and appropriate civil enforcement penalties. {

l Notwithstanding the potential regulatory violations it is also important, that'the apparent potential criminal violation involving intimidation and/or (

impeding and opposing of nuclear inspectors (Atomic Energy Act, Sec. 235(b)) I be brought to your attention. We, therefore, are forwarding the described I report and supporting documentation, including statements made to investi-gators, for whatever action you deem appropriate.
