Dear Mr. Thompson:

The attached report is a result of an investigation conducted by this office.

into allegations of intimidation and harassment of Quality Control inspectors by Pullman Power Products, Inc., a contractor doing construction at the Alvin W. Vogtle Nuclear facility.

The OI report provides descriptions of acts o-incidents which are potential. violations' of NRC's regulatory requirements.

During our review of the Report of Investigation it also became apparent that certain information warrants attention by the Department of Justice.

J This investigation is currently under review by NRC's Region II and _the Office of Inspection and Enforcement to determine the civil violation, if

any, and appropriate civil enforcement penalties.

l Notwithstanding the potential regulatory violations it is also important, that'the apparent potential criminal violation involving intimidation and/or

(

impeding and opposing of nuclear inspectors (Atomic Energy Act, Sec. 235(b))
