V0GTLE NUCLEAR PLANT: ALLEGED INTIMIDATION / HARASSMENT OF A QC INSPECTOR AND FALSIFICATION OF INSPECTION RECORDS AT PULLMAN POWER PIPING On May 16.1983
' Telephonically contactedp the Office of Public Affairs, NRC, Region II. Jall was tra.c.sferred to 01:RII where he relayed inform 6 tion set forth in this r_eport. stated he has been employed by Pullman Power Piping since 1979 and has pe'rtormeTOC Welding Inspections since September 1982. He stated he recently inquired about the posting of the NRC's telephone number at the Pullman Power Piping spaces on the Vogtle site and he was cautioned generally against any contacts with the NRC. He further stated that as a QC Inspect.or, he had recently cited Pullman Power Piping craf t for improper storage procedures observed during a " walk through" inspec-tion. He identified some of these deficiencies as: ,
(1) Co-mingling nuclear and non-nuclear piping and materials.
(2) Storing carbon steel piping on top of stainless steel piping.
(3) Allowing Seismic Class I Control valves to become contaminated with' rain water and loose concrete.
(4) F_ ailing to place end caps on Seismic Class I piping, thus allowing foreign objects and contaminants to be placed in the piping. -
Source stated he has written frequent deficiency reports regarding these matters and Pullman craf t personnel and supervisors have ignored these deficiency reports.
He said Pullman has a 48 hour response time to correct these deficiencies and they have repeatedly refused or failed to do so. He said he was recently f [j i cautioned by a Craft Superintendent to "laygf" of writ 449 these deficiencies. Up V He said he is also aware that QC Supervisor _ g has signed off on some of these deficiencies as being corrected even though no corrective actions have been taken. He said he took the signed deficiency report and checked it against the original deficient condition and noted that no change had taken place. t,
