REQUEST FOR ADDITIONAL INFORMATION REGARDING THE TECHNICAL SPECIFICATIONS CHANGE REQUEST TO CONVERT TO THE IMPROVED TECHNICAL SPECIFICATIONS FOR THE CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT NOS.

1 AND 2 (TAC NO. M97363 AND M97364)

Dear Hr. Cruse:

On December 4, 1996, Baitimore Gas and Electric Company (BGE), submitted a license amendment request to convert the Calvert Cliffs Nuclear Power Plant, Units 1 and 2 Current Technical Specifications (CTS) to the Improved Technical Specifications (ITS). As part of the conversion to the ITS, BGE proposed revisions to the surveillance test requirements to extend the surveillance test intervals in Section 3.7 from 18 months to 24 months to accommodate Calvert Cliffs planned change to a 24-month fuel cycle. On September 17, 1997, NRC completed a review of these proposed changes and concluded the changes were acceptable. The NRC review of other Calvert Cliffs ITS Sections, has noted additional 18 to 24 month changes and NRC is requesting BGE prepare a list of all 18 to 24 month changes to the Calvert Cliffs ITS for use in preparing the draft Safety Evaluation (SE).

NRC has received BGE responses to NRC comments on all Sections of Calvert Cliffs CTS to ITS, except 3.3 and 3.8. The BGE proposed changes to these Sections 99nerated a large number of NRC comments. Sufficient time must be allowed for the NRC review of the BGE responses and for NRC/BGE discussion and resolution of these proposed changes. It is expedient that NRC receive theso

_ responses as quickly as possible, the draft SE is scheduled for November 30, 1997.
