ALLEGATION 85-A-123 (ANONYMOUS ALLEGATION)

It was indicated by the anonymous alleger on December 2,1985, that he was considering confiding in a TUGCo employee that he trusted. I was informed by W. Counsil Executive Vice President, TUGCo that an Ebasco employee involved in engineering walkdowns had confided in Dick Comp TUGCo, Unit 1 Project .

Manager, concerns relating t e tr ikdowns and to p6tential intimidation issues involvin an Ebasco supervisor. Mr. Counsil ate an extensive investigation into the b

indicated that the utility h matter. He requested that the NRC maintain this information 5 ~

confidential $ until TUGCo had completed their investigation (TUGCo Security Organization). This investigation is only part of an on going investigation into the deficiencies identified in the cable. tray walkdown program by the NRC.

i I believe that the anonymous alleger is one in the same. At an appropriate l ' time,1 would recomend that OI provide an assist investigation with regard to etermini he adequacy of the utility investigation. Mr. Counsil indicated will be shortly terminated from the site, although TUGCo had no ntrol ov Ebasco's final action in this matter.

Mr. V. Noonan, Comanche Peak Project Director, was present during this discussion. ,
