REQUEST FOR INVESTIGATIVE ASSISTANCE DURING AN UPCOMING COMANCHE PEAK INSPECTION

REFERENCE:

ALLEGATION NO. 4-85-A-123 On December 2,1985, an anonymous alleger who identified hiniself as a "walkdown engineer" employed by EBASCO at Comanche Peak cal on IV.

The alleger stated that an EBASCO supervisor, identified as v

had instructed the walkdown engineers to ignore several errors an deficiencies within vari dra s that were discovered during a walkdown. The alleger stated'that ad created a " climate'of fear" within the engineering staff to prevent e reporting of deficiencies and unusual occurrences to either EBASCO or the licensee.

and/or II have occurred. Therefore, I request that you assist Thomas Westerman i

and the Comanche Peak Group with their upcoming review of TUGCO's' investigation j

and corrective action regarding this safety related matter. This inspection will be scheduled to take place as soon as you can direct one of your staff members to assist in this matter.

Please inform me if you believe the need for further investigation by OI is warranted and if any significant information is developed during this review.
