Region IV MEMO DATED JANUARY 31, 1986 RE: REGION IV ALLEGATION 4-85-A-123 On February 14, 1986 at 0950, I received a telephone call from Bill Hutchison, 0IHQ, wherein he advised me that Mr. Hayes has approved 01 assistance to Region IV as requested in subject letter.
I have assigned 01 Investigator Brooks Griffin to review the subject investigation and write an independent report evaluating the adequacy of the utility's investigation.
Mr.-Griffin will coordinate his review with Tom Westerman at CPSES during the week of February 18, 1986.

An anonymous alleger telephonically contacted the NRC and identified an EBASCO walkdown engineer at Comanche Peak who had created a " climate of fear" among the engineering staff in order to prevent the engineers from identifying certain errors and deficiencies. The alleger hiso notified the utility which conducted an investigation. Region IV requested that OI:RIV assist in reviewing and evaluating the adequacy of the utility's investigation.
