' A' series drawings are unique detail drawings for " engineered" pipe supports. These drawings contain the design configuration, support location, and bill of materials for the support components. ' A' series drawings are issued to Construction for fabrication / installation of the pipe supports.

For several reasons, such as interference with other plant features, nonavailability of required material, lack of access to perfonn a specified weld, etc., it may become necessary during construction to modify / change the original design configuration.

To expedite the fabrication / installation process, Engineering furnishes Construction with tolerances for support location, member dimensions, material substitution, etc. If a pipe support design is modified within these tolerances, engineering approval is not requi red. Thus, a considerable amount of time is saved during the fabrication / installation phase by not requiring the engineering approval cycle on a case-by-case basis. This tolerance infomation and other guidance are provided through the 47A050 notes

( App. A, 5.a) and other installation documents ( App. A, 5.c and i 5.d).

As discussed above, the 47A050 notes containing tolerance infomation supplement the basic design infomation of the ' A' series drawings and, therefore, do not represent a conflict. To verify this, the evaluation team selected a sample ( App. A, 5.b) of

' A' series drawings to compare against the 47A050 notes ( App. A, 5.a). This sample included box type anchors along with other types of pipe supports.

This review revealed no conflict or contradiction between ' A' series hanger drawings and 47A050 notes.

47A050 notes were reviewed to detemine if they can be mi sin terpreted. These notes were found to be concise, clear, and easy to interpret.

The review also examined pipe support installation specification G-43 and instructions M&AI-11 and 47A050 for Sequoyah (SQN) l (App. A, 5.a, 5.c, and 5.d). These documents were reviewed to verify the validity of the concern. The following differences were l noted:

This review identified instances where different tolerances are specified for the same components; thus, leading to possible mi sin terpre tation. However, there are ways, such as field change request (FCP), of communication between Construction and Engineering, whereby such conflicting infonnation can be clarified without altering the design intent.

It is the opinion of the evaluation team that the above examples of conflicting information between the pipe support installation documents are isolated cases. The conflicts are not sufficient to create an unsafe design nor do they lessen the credibility of the installation documents. In two out of three cases, the l%Al-11 is more restrictive than the construction specification G-43.

SPECIAL PROGRAM REVISION NMER: 1 PAGE 6 0F 9 The program " Specification Improvement Plan" by TVA per App. A, 5.c I and 5.f recognizes these differences and directs all projects to prepare a single construction specification applicable to their individual projects. The engineering branches are now reviewing Modification and Additions Instructions (M8Als) to ensure appropriate engineering requirements are included. M8AI-11 and construction specification G-43 are part of this review ( App. A, 7 9).

Findinas:

a. ' A' series drawings and 47A050 notes do not conflict with each other in any respect nor is there any conflict between 47A050 notes and other installation docunents,
b. 47A050 notes are easy to interpret,
c. Installation docunents G-43 and M&AI-11 have some differences I l in specifying tolerances for certain components.

Concl usions:

a. The concern that ' A' series drawings and 050 notes are contradictory is not valid.
b. The concern about possible misinterpretation of 47A050 notes is not valid,
c. The concern about some conflicting requirements in construction docurents is valid; however, the M&AI-11, which is the instruction to be used in an operating plant, is generally more restrictive than the general specificatien G-43; therefore, there are no safety implications.

10 CORRECTIVE ACTION: .

In its corrective action plan (CAP) ( App. A, 5.g), TVA is currently reviewing Modification and Additions Instructions (M8Als) under the specification improvement plan. MSAI-11 and Construction Specificatin G-43 are included in this review. The differences between MLAI-11 and G-43 will be reconciled ( App. A, 7.h). The evaluation team concurs with this CAP.
