Areas Inspected: Routine, unannounced inspection of the licensee's radioactive liquid and gaseous effluents program. Areas reviewed included: radioactive effluent' release records, effluent control instrumentation, effluent control procedures, reactor coolant chemistry, and ventilation systems. The inspector reviewed se1ected liquid and gaseous release permits, as well as associated procedures and calculations for 1984 and 1985 to dat The licensee's controls were adequate to ensure that Technical Specifica-tion Limits would not be exceeded during normal operating conditions. The inspector reviewed the Semiannual Radioactive Effluent Release Reports which covered the periods from January through December 1984, and recently corrected values for Xenon-131m and. gross. alpha radioactivity for the second quarter of 198 No violations were identified within the scope of this activit . . Effluent Monitor Calibrations The inspector examined the liquid and gaseous effluent monitor calibration and functional test procedures and records to determine compliance with Technical Specifications. Procedures and randomly selected calibration data were reviewed. The licensee complied with regulatory requirements in-this are No violations were identified within the scope of this activit . E-bar, and gross activity in the primary coolant are required by Technical Specifications. Analyses of the secondary coolant to determine gross acti-vity and dose-equivalent I-131 are also required. The inspector reviewed procedures that implement these surveillance requirements, and selected records of completed surveillances for 1984 and 1985 to dat No violations were identified within the scope of this activit . Ventilation Systems The inspector examined selected procedures and data sheets for testing of the ventilation systems to determine compliance with Technical Specifi-cations. The filters are required to be. tested at 18 month, and at 720 hour0.00833 days <br />0.2 hours <br />0.00119 weeks <br />2.7396e-4 months <br />, intervals. Training in Effluent Release The inspector _ reviewed records of training in the area of liquid and gas-eous effluent release procedures. The training records for selected Aux-111ary Operators (AO) were reviewed for completeness. The records were not complete inasmuch as the records did not document specific continuing training in the liquid and gaseous effluent release procedures. All sel-ected A0 had completed their Initial Training Card, and have been partici-pating in the continuing education program. The Initial Training Card, in part, consists of specific, supervised, hands on, education in the gaseous and liquid release systems and procedure Continuing education is a more general periodic training on subjects of importance, or subjects of a troublesome natur The inspector monitored a randomly chosen lecture being presented to de-termine the quality level of the lectures in the continuing education series. The lecture was informative, had good class involvement with exchange .# views and experience, and specifically addressed differences between Unit 1 and Unit . Exit Interview The inspector-met with the license representatives (identified in Para-graph 1) at the conclusion of the inspection on August 9,1985. The inspector summarized the purpose and scope of the inspection, and the inspection findings. At no time during this inspection was written material provided to the licensee by the inspector.
