SUBJECT:
CATEGORICAL EXCLUSION FOR AMENDMENT REQUEST DATED NOVEMBER 20, 1985, AND SUPPLEMENTS DATED DECEMBER 10, 1985, MARCH 14, AND MAY 16, 1986 By letter dated Ncyember 20, 1985, and supplements dated December 10, 1985, March 14 and May 16, 1986, UNC requested an amendment to Special Nuclear Material License No. SNM-368 to provide for the fabrication of new fuel components and new storage requirements. This action is limited to Section 3 e of the application authorizing the fabrication of new parts. Incorporation of these changes will not compromise the environmental protection nor will there be any adverse effect on the public health and safety. Accordingly, pursuant to 10 CFR 51.22(c)(11), the staff concludes that neither an Environmental Assessment or an Environmental Impact Statenent is warranted for this proposed action.
