SUBJECT:

CATEGORICAL EXCLUSION FOR AMENDMENT REQUEST DATED DECEMBER 18, 1985 By letter dated December 18, 1985, UNC requested an extension of the deadline by which they were ~to cease discharge of liquid wastes containirg uranium to the septic leach field area by January 1, 1986. The request is to extend the January 1, 1986 date to August 1, 1986. While the staff is concerned that the discharge of liquid wastes containing uranium into the leach field could result in the accumulation of uranium in soil in the long-term, operation of the system for the additional time requested will not cause a significant impact to the environment. The liquid wastes discharged through the leach field will remain similar to that discharged in the past. Accordingly, the staff has concluded that the following conditions have been met:

1.

There is no significant increase in the type or significant increase in the amount of any effluents that may be released offsite, 2.

There is no significant increase in individual or cumulative occupational radiation exposure, 3.

There is no significant construction impact, and 4.

There is no significant increase in the potential for or consequences i

from radiological accidents.

Therefore, in accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is warranted for this proposed action.
