SUBJECT:
CATEGORICAL EXCLUSION FOR AMENDMENT REQUEST DATED NOVEMBER 20, 1985, AND SUPPLEMENTS DATED DECEMBER 10, 1985, MARCH 14, MAY 16, JULY 22, AND AUGUST 22, 1986, AND REQUEST DATED JUNE 3, 1986 By letter dated November 20, 1985, and supplements-dated December 10, 1985, March 14, May 16, July 22, and August 22, 1986, UNC requested an amendment to Special Nuclear Material License No. SNM-368 to establish new nuclear criticality safety' limits for racks and carts which will be used for storage of fabricated components.
Incorporation of these changes will not compromise the environmental protection nor will there be any adverse effect on the public health and safety.
In addition, by letter dated June 3, 1986, UNC notified the NRC of changes in their Radiological Contingency Plan. The changes are essentially administrative in nature and do not lessen the effectiveness of the Plan.
Accordingly, pursuant to 10 CFR 51.22(c)(11), the staff concludes that neither an Environmental Assessment nor an Environmental Impact Statement is warranted for the proposed actions.
