CATEGORICAL EXCLUSION: LICENSE AMENDMENT DATED AUGUST 26, 1986 RE: FACILITY ADDITIONS AND NEW OPERATIONS l

By application dated August 26, 1986, UNC requested a license amendment to construct a new building and an addition to an existing building. The addition to B-Building will be used for licensed operations. The new building, Building {,willbeconstructednexttoS-Buildingandwillhaveapproximately 20,000 ft of floor space. No licensed material will be in Building T which is to be used for storage and plant services. The building addition, to be known as P-Building, will house operations which are currently performed in B-Building and new operations. This is not a major expansion of the plant's activities. The existing operation of UNC results in a negligible impact to the environment. The land use in these areas are committed for industrial use. The construction is localized and is not expected to result in an adverse impact to the environment. Therefore, the staff has included that the following conditions have been met:

1. There is no significant change in the type or significant increase in the amount of any effluents that may be released offsite,
2. There is no significant increase in individual or cumulative occupational radiation exposure,
3. There is no significant construction impact, and
4. There is no significant increase in the potential for or consequence from radiological accidents.

Therefore, in accordance with 10 CFR 51.22(c)(11), an Environmental Assessment or an Environmental Impact Statement is not warranted for this license amendment action.
