Subject:

Safety evaluation report dated June 27, 1988 The subject Safety Evaluation Report was written in support of the issuance of Amendment lio. 13 to UllC license SilM-368.

This report stated that Ulic failed to incorporate a contractor / Designer bias correction into its K-effective calculations, and that the Ulic calculations are therefore slightly non-conservative by comparison with the Contractor / Designer report.

Bidinger on July 1, 1988, and to clearify the record, Section 14.6.2.4 of the License Renewal Request for Slim-368 which was referenced in the License Amendment Request incorporates this bias correction into the Ulic calculations.

In the determination of the UllC KEllO K-effective at 2 I minus the contractor / Designer K-effective at 2 T*,

the.015 bian correction was added to the latter value as demonstrated at the bottom of that section.

Therefore, UllC'c calculations are not non-conservative as stated in the Evaluation Report.

Mr. Bidinger verbally agreed that UllC's evaluation was correctly presented.
