W. T. Crow, Acting Chief Uranium Fuel Licensing Branch Division of Fuel Cycle and Material Safety, NMSS

SUBJECT:

RENEWAL OF SNM-368, UNC NAVAL PRODUCTS On January 22, 1986, UNC submitted an application for renewal of License No.

SNM-368.'

On February 27, 1985, we renewed the UNC license for a one-year period. This was to give UNC time to improve the technical fonnat and content of the appli-cation. We provided numerous comments on the rejected application and offered to meet with UNC during the year to discuss the many deficiencies in the pre-vious application, numercus supplements, and revisions. UNC chose not to meet with us and did not resolve many of the technical issues.

We would like to revise the license in the next several months and renew it when the environmental issues are settled. We would like to be informed of' your inspection schedules so that my staff can accompny your inspectors and discuss renewal issues with the inspectors and the licensee.

Because of the many technical issues involved, your staff's prompt review of the application to identify safety issues would be greatly appreciated. We will forward draft sections of our Safety Evaluation Report so that you need only document those deficiencies in the application which are not resolved clearly and satisfactorily in the SER. This should reduce the impact on your staff and lead to a. timely renewal. We expect to have some sections drafted i

in the very near future.

George Bidinger of my staff has already been in contact with Jerry Roth on this project.
