SUBJECT:

CATEGORICAL EXCLUSION: LICENSE AMENDMENT APPLICATION DATED DECEMBER 8 -1986 By letter dated December 8, 1986, UNC requested a license amendment to allow the addition of several buildings at the site.' The new add-on structures are described as follows:

1. The pump house,-located south of A & B buildin g , will be used to handle liquid wastes. Sanitary waste, radwaste, and selected process waters will be pumped .to the newly extended Montville sanitary systems.

This operation provides an alternative method for handling liquid wastes and there is no increase of plant operations.

2. B-Annex, about 3,000 sq. ft., is used for processing and storage of low-level radioactive waste which was previously performed in adjacent areas of B-south.
3. M-Annex, about 10,000 sq. ft., is a fuel component storage building.
4. Other additions include a replacement air compressor building south of A-building, a view office / inspection area south of M-Building (about 1,500 sq. ft.), and a replacement carpenter shop at the southeast corner of M- and C-Annexes (about 16,000 sq. ft.) which is an office area.

The land used for the above structures has been committed for industrial use at the site. Because of the rather remoteness of the site (251-acre site) from the offsite environment, the construction activities would not cause significant adverse effects to the offsite environment. There is no major plant expansion, and no new radiological hazards are expected. These new add-on structures would not result in undue risk to the general public.

Therefore, the staff has concluded that the following conditions have been met:

1. There is no significant change in the type or significant increase in the amount of any effluents that may be released offsite,
