CATEGORICAL EXCLUSION FOR AMENDMENT REQUEST DATED MAY 14, 1985, AND SUPPLEMENT DATED JULY 17. 1985 By letter dated May 14, 1985, and supplement dated July 17, 1985, UNC requested an amendment to License No. SNM-368 to authorize organizational changes, new nuclear criticality safety criteria, and fabrication of new fuel components. These changes will not result in a significant increase in the amount of effluent release nor will it have an adverse effect on the public. health and safety or the environment. Accordingly, the staff has concluded that the following conditions have been met:

1. There is no significant change in the type or significant increase in the amount of any effluents that may be released offsite,

2. There is no significant increase in individual or cumulative occupational radiation exposure,

3. There is no significant construction impact, and

4. There is no significant increase in the potential for or consequences from radiological accidents.

Therefore, in accordance with 10 CFR 51.22(c)(ll), an Environmental Assessment or an Environmental Impact Statement is not warranted for this proposed action.
