SUBJECT:
CATEGORICAL EXCLUSION FOR AMENDMENT REQUEST DATED MAY 22, 1989 By letter dated October 14, 1988, and supplement dated February 10, 1989, UNC l
requested an amendment to authorize the use of the fuel vault area and change i
rooms of Building L.
On May 22, 1989, UNC resubmitted the application. Some j
fuel handling activities will be performed in glove boxes in the vault. A small quantity of fuel particulate may be present in the gaseous emissions.
All exhausts will be HEPA filtered and sampled. This increase is not expected to be significant. The only liquid effluent will be wash / shower water which will be routed to the existing radwaste system in Building B.
The expansion of these activities into Building L will not cause any adverse impact to the public health and safety or the environment. The staff concludes that the following i
conditions have been met:
1.
There is no significant change in the type or significant increase in the amount of any effluents that may be released offsite, 2.
There is.;o significant increase in individual or cumulative occupational radiation exposure, 3.
There is no significant construction impact, and 4.
There is no significant increase in the potential for or consequences from radiological accidents.
Therefore, in accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is warranted for this proposed action.
