NOTICE OF VIOLATION North Atlantic Energy Service Corporation Docket No. 50-443 Seabrook Station License No.(s) NPF-86 During an NRC inspection conducted between October 4,1998, and November 14,1998, a violation of NRC requirements was identified. in accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG-1600, the violation is listed below:

Technical Specification (TS) 6.7.1 requires, in part, that written procedures be established and implemented covering activities referenced in Regulatory Guide 1.33. Regulatory Guide 1.33 requires that administrative procedures be developed to controllog entries. Administrative Procedure OP 10.6, Action Statement Tracking, requires that the entry into TS action statements be identified and tracked.

1 Contrary to the above, on November 13,1998, the "A" service water, and "A" '

cooling tower service water systems were removed from service to conduct planned maintenance on a service water system valve, and the applicable TS action statement (TS 3.7.4.d) was not identified and tracked. This is a violation of TS 6.7.1.

l This is a Severity Level IV violation (Supplement I).

The NRC has concluded that information regarding the reason for the violation, the corrective actions taken and planned to correct the violatian and prevent recurrence and the date when full compliance will be achieved is already adequately addressed on the docket in this inspection Report No. 50-443/98-09 dated December 11,1998. However, you are required to submit a written statement or explanation pursuant to 10 CFR 2.201 if l the description therein does not accurately reflect your corrective actions or your position. l In that case, or if you choose to respond, clearly mark your response as a " Reply to a  !

Notice of Violation," and send it to the U.S. Nuclear Regulatory Commission, l ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional l Administrator, Region I, and a copy to the NRC Resident inspector at the facility that is the I subject of this Notice, witain 30 days of the date of the letter transmitting this Notice of Violation (Notice).

If you contest this enforcement action, you should also provide a copy of your response to the Director, Office of Enforcement, United States Nuclear Regulatory Commission, j Washington, DC 20555-0001. l If you choose to respond, your response will be placed in the NRC Public Document Room (PDR). Therefore, to the extent possible, the response should not include any personal privacy, proprietary, or safeguards information so that it can be placed in the PDR without redaction.
