r-APPEfW1X A NOTICE OF VIOLATIOff Public Service Company of flew llampshire Docket No. 50-443 Seabrook Unit 1 License No. CPPR-135 As a result of the inspection conducted June 1-18, 1982, and in accordance with the flRC Enforcement Policy (10 CFR 2, Appendix C), 47 FR 9987 (March 9,1982),

the following violation was identified:

10 CFR 50, Appendix B, Criterion V and the Seabrook Station PSAR require that activities affecting quality be accomplished in accordance with in-structions and procedures. Fischbach-Boulos-Manzi (FBM) procedures, FECP-511 and QCP-511, indicate that the 125V station control batteries shall be installed, to include torquing, per Manufacturer's specification and

shall be inspected to same. Quality Control (QC) witness of torque appli-cation is required.

Contrary to the above, as of June 11,1982, two 125V station control batteries (1-EDE-B-1A and 18) were inspected and accepted despite visual evidence that the installation did not confom to specific items in the Manufacturer's (Gould) specification and procedural mquirements, as follows:

-- teminal and cell connector bolt hardware was not torqued on both the head and nut sides, as required by Gould.

QC witness was not provided for torquing inter-tier cable connector (ie: jumpers) bolt hardware.

-- certain inter-cell connectors were installed upside down relative to the position on the battery cell posts as required by the Manufac-turer's specification.

This is a Severity Level IV Violation (Supplement II).

Pursuant to the provisions of 10 CFR 2.201, Public Service Company of New Hampshire is hereby required to submit to this office within thirty days of the date of the Notice, a written statement or explanation in reply, including: (1)thecorn.

tive steps which have been taken and the results achieved; (2)correctivesteps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Whe m good cause is shown, consideration will be given to extending your response time.
