ENCLOSURE 1 NOTICE OF VIOLATION Public Service Company of New Hampshire Docket No. 50-443 Seabrook Unit 1 License No. NPF-86 During NRC inspection from June 25 - July 29, 1990, a violation of NRC require-ments was identified in accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR, Part 2, Appendix C. That violation is listed below:

Technical Specification 3.8.4.1 requires that circuit breakers feeding containment power distribution panels 1-ED-PP-7A and 78 shall be padlocked OPEN during Mode 1 operation (to protect the containment penetrations from an electrical fault) except for breaker closure for up to 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> under the control of an operating procedure.

Contrary to the above, on July 21, 1990, the circuit breakers feeding power distribution panels 1-ED-PP-7A and 7B were found to have been in the SHUT position for 78 hours9.027778e-4 days <br />0.0217 hours <br />1.289683e-4 weeks <br />2.9679e-5 months <br /> during Mode 1 op? ration.

This is a Severity level IV violation (Supplement 1).

Pursuant to 10 CFR 2.201, the Public Service Company of New Hampshire is hereby required to submit to this office, within 30 days of the date of the letter transmitting this Notice, a written reply including: (1) the reason for the violation, if admitted; (2) the corrective steps which have been taken and the results achieved; (3) the corrective steps which will be taken to avoid further violations; and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.

The reply required by this Notice is exempt from the Office of Management and Budget clearance required by the Paperwork Reduction Act of 1989, PL 96-511.
