4 ENCLOSURE NOTICE OF VIOLATIOR

' North Atlantic Energy Service Corporation Docket No. 50-443 Seabrook License No. NPF-86

. During an NRC inspection conducted from March 10-13,1992, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedures for NRC Enforcement Actions," the violation is listed below:

10 CFR 50.9(a) requires that information required by statute or by the Commission's regulations shall be complete and accurate in all material respects.

Technical Specification 6.7.1.a states, in part, that written procedures shall be implemented covering the applicable procedures recommended in Appendix A of Regulatory Guide 1.33, Revision 2, February 1978.

Regulatory Guide 1.33, Revision 2, February 1978, Appendix A, identifies safety-related activities that should be covered by written procedures. Item 1.h. under Administrative Procedures identifies log entries as an activity that should be covered by procedures.

- Contrary to the above, the licensee determined that records required to be maintained by Commission regulations or license conditions were not complete and accurate in all material respects. Specifically, during the period dating from March 1990 through February 1992,17 auxiliary operators, including three who were also licensed operators, created records of activities that were not performed, including six technical specification (TS) surveillance records which were identified as being incomplete or inaccurate.

. During this period, TS Surveillance Requirement 4.7.1.3 was not performed as raquired on five separate occasions. In addition, TS Surveillance Requirement 4.7.10 was not performed as required on one occasion. These errors were material in that they evidenced that checks had been made when they had not.
