During an NRC inspection conducted on February 19-20,1987 a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions",10 CFR Part 2. Appendix C (Enforcement Policy 1986), the violation is listed below:
2 Technical Specification Section 6.7.1 requires in part that, written ;
procedures be established, implemented, and maintained covering Emergency Plan implementation. Emergency Plan implementing procedure ER 1.0,
" Classification and Notification of Emergencies at Zero Power". Revision 1, requires in part that notifications of the state authorities of both New Hampshire and Massachusetts, be completed within 15 minutes after g declaration of an Unusual Event.
Contrary to the above, on February 11, 1987, an Unusual Event was l declared at 3:30 p.m., however, Massachusetts was not notified until 4:00 p.m., 30 minutes after declaring the Unusual Event.
This is a Severity Level IV Violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, Public Service Company of New Hampshire is hereby required to submit to this office within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in i reply, including: (1) the reasons for the violation, if admitted; (2) the corrective steps which have been taken and the results achieved; (3) the corrective steps which will be taken to avoid further violations; and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
