ANSb'ER TO LICENSEE'S PROPOSAL FOR RESOLUTION OF REMANDED ISSUE REGARDING THE AVAILABILITY OF SCHOOL BUS DRIVERS FOR THE Ok'EN J. ROBERTS AND SPRING-FORD SCHOOL DISTRICTS The Commonwealth of Pennsylvania, in accordance with the Atomic Safety and Licensing Board's Order dated May 22, 1986, submits the following Answer concerning the remanded issue of the adequate number of school bus drivers to be used to evacuate the school children of the Owen J. Roberts and Spring-Ford School Districts in the event of an accident at the Limerick Generating Station. This Answer is filed in accordance with the provisions of 10 CFR Section 2.749.

The Pennsylvania Emergency Management Agency, on behalf of the Commonwealth of Pennsylvania, has received and reviewed the Licensee's June 16, 1986 proposal for resolution of the remanded issue of school bus drivers. Licensee's proposal consisted of the original June 16, 1986 statement as amended by the June 27, 1986 letter from Troy B. Conner, Jr.,

. t The Pennsylvania Emergency Management Agency recognizes that the Licensee's letter of June 27, 1986 and proposed Stipulation represents an

. Immediate solution and not a long term resolution to the matter of bus driver availability at the two school districts. For this reason, the Pennsylvania Emergency Management Agency states that it is prepared to sign the proposed Stipulation at this time on the assurance made to the u

Commonwealth by the Licensee that all of the conditions and provisions contained in the Licensee's proposal will remain in full force and effect

! until a complete long term resolution is reached for obtaining permanent 2

bus drivers for use during required evacuation of school children at the i

! Owen J. Roberts and Spring-Ford School Districts in the event of an accident at the Limerick Generating Station.

l With the Proviso stated above, the Pennsylvania Emergency i

Management Agency is satisfied that the above referenced June 27, 1986 1

letter and proposed Stipulation contain adequate assurances and commitments

from the Licensee that a sufficient number of trained bus drivers would be available to evacuate the school children of the.0 wen J. Roberts and Spring-Ford School Districts in the event of an accident at the Limerick  ;

Generating Station.
