Millstone Nuclear Power Station, Unit No. 3 Reporting of Potential Significant Deficiencies in Accordance with 10CFR50.55(e):

Flakt-Bahnson Air Conditioning Units (SD-62)

In a November 7,1984 conversation between your Mr. T. Rebelowski and our Mr.

3. P. Putnam, Northeast Nuclear Energy Company (NNECO) reported a potent 21
ignificant deficiency in the construction of Millstone Unit No. 3 as required by 10CFR 50.55(e). The potential significant deficiency involved the improper mounting and installation of fan motors in Flakt-Bahnson air conditioning units in the control building. Unused and elongated mounting holes were found in the fan support structural steel. Failure of the air conditioning units could affect our ability to maintain proper operating temperatures for safety-related equipment in the control building,in accordance with our environmental design conditions.

Reference (1) reported the results of an evaluation of this potential significant deficiency against all appropriate design criteria. This evaluation determined that the condition did not affect the structural integrity of the air conditioning units and, therefore, would not cause these units to fail. This was determined not to be a significant deficiency for Millstone Unit No.3. Additionally, Reference 1 informed the NRC Staff of NNECO's intention to hold this significant deficiency open pending identification of further problems with the units.

NNECO has found no further problems with the Flakt-Bahnson units. NNECO, therefore, considers this potential significant deficiency closed.
