1. The~ Fermi 2 SSER #5 includes the statement:

It'is the applicant's position that the noble gas monitor can be used to project the magnitude of radioiodine and particulate releases in the event that

.an accident occurs during the first fuel cycle.

It was agreed between Detroit Edison and the NRC that no such position has been.taken by Detroit Edison and that the statement in the SSER #5 is in error.

2. The Fermi 2 SSER #5 includes the statement:

However, in Report No.50-341/85-27 cited in the preceding section of this supplement, we stated that the applicant had not yet developed correction factors for' sample line losses due to iodine plateout and particulate. depositions so as to assure the collection of representative samples..

It was. agreed between Detroit Edison'and the NRC that Detroit Edison has developed such correction factors, as described in Reference (3), and that these correction factors have been incorporated into approved plant procedures, as' confirmed by NRC Region III in its closure of Open Item No. 341/84-43-04 Reference (5).

3. The Fermi 2 Facility Operating License, Reference (1), includes the statement:

1 Prior to startup following the first refueling outage, Detroit Edison shall demonstrate that the operating iodine / particulate sampling system will perform its intended function.

- Detroit Edison confirmed its position-that, through the use of calculated sample line loss factors in. approved procedures, as described.in-Reference (3), Detroit Edison's commitments to NUREG-0737,. Item II.F.1(2), and the applicable items of NRC Regulatory Guide 1.97, Revision 2,-have been met, and therefore that the License. condition has been satisfied.

4. Previous ~1etters-to NRC Region _III and NRR References (2)

.and (3), included a commitment to submit a scope for a

- sample line loss test, including an evaluation of the

. applicability of performing such a test.
