Dear Mr. Spangenberg:

SUBJECT:

CLIN 10N POWER STATION, UNIT NO. 1 - BATTERY DESIGN MARGIN FOR THE' STATION BLACK 0UT ANALYSIS (TAC NO.- M68529)'

The staff's Supplemental Safety Evaluation (SSE) to the Station Blackout Rule, 10 CCR 50.63, was issued to the Clinton Power Station on October 29,-1992.

One c f the issues discussed was the battery design margin. When_the Clinton facility was designed and built, a battery design margin of 1.1-to 1.15 as endorsed by IEEE Standard 485 was included. However, this margin was_not required.to be maintained and, as loads were added, the design margin has been reduced. This has resulted in the replacement of the Division 1: battery with a larger capacity battery during the third refueling outage-in .1992. In addition, th?re are plans to replace the Division 11 battery in refueling _.

outage five ar six. Due to concerns over reduced battery design margin during the life of the facility, the staff's SSE recommended that Illinois Power commit to maintain a 5% design margin for the Division I, II, and 111 station batteries.

Your letter of December 22, 1992 (U-602081), responded tn the staff's concern.

Rather than maintaining a 5% design margin, Illinois Power committed to analyze the impact of adding new loads to the batteries to ensure that- '

sufficient design margin exists. -

Considering the above commitment and the current Technical Specification requirements that demonstrate continuing operability of the station batteries, the staff finds your response acceptable.

This closes the staff's activities on TAC No. 68529.
