NOTICE OF VIOLATION I

Commonwealth Edison Docket Nos. 50-454; 50-455

! As a result of the inspection conducted on May 6 through July 22, 1985, and in accordance with the General Policy and Procedures for NRC Enforcement Actions, I (10 CFR Part 2, Appendix C), the following violation was identified:

l 10 CFR 50, Appendix B, Criterion V requires that activities affecting quality i be prescribed by documented instructions, procedures, or drawing ,

Contrary to the above, no authorized pennament procedure or temporary procedural i change described a valve line-up through which diluted reactor coolant water was transferred from the recycle holdup tanks to the Unit 2 condensate pit sum As a result, the sump overflowed and the surrounding area was contaminate This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this
