EXECUTIVE SUMMARY Byron Nuclear Generation Plant NRC Inspection Reports 50-454/98022; 50-455/98022 This announced inspection included selected aspects of the physical security program involving performance testing of the licensee's access control equipment, intrusion detection system and assessment capabilities, verification of the licensee's new strategy for interdicting external threats, evaluation of the licensee's alarm stations; and protected area personnel, vehicle and material controls. The inspection was completed onsite by one region-based physical security inspector, one headquarters-based reactor security specialist, and three contractor personnel.
Performance testing of search equipment at the protected area access control building
-
showed all tested equipment functioned effectively, as designed. (Section S2.1)
Performance testing of some intrusion detection system showed that the overall system
-
and its immediate environment were well designed, adequately installed and properly maintained; however, challenge testing identified detection vulnerabilities in some zones. This is an Inspection Followup Item. (Section S2.2)
Protected ar3a perimeter assessment capability was generally satisfactory; however,
-
specific problems were noted with some equipment. A review of open work requests showed that the licensee had identified these problems as well but that action on these requests had not been timely. This is an Inspection Followup Item. (Section S2.3)
NRC observation of table-top time line drills and actual force-on-force drills showed that
-
the licensee had effectively implemented a new protection strategy against the design basis threat. However, several site physical enhancements in support of strategy were not completed at the time of this inspection. The licensee committed to completion of these items by December 31,1998. This is an inspection Followup Item. (Section S2.4)
