l NOTICE OF VIOLATION Commonwealth Edison Company Docket Nos.: 50-454;50-455 Byron Station, Units 1 and 2 License Nos.: NPF-37; NPF-86 During an NRC inspection conducted on July 14 through August 24,1998, one violation of NRC requirements was identified. In accordance with the " General Statement of Policy and

- Procedure for NRC Enforcement Actions," NUREG-1600, Revision 1, the violation is listed below:

10 CFR Part 50, Appendix B, Criterion V, " Instructions, Procedures, and Drawings,"

requires, in part, that activities affecting quality shall be prescribed by documented procedures of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or drawings.  !

Contrary to the above, from at least June 16 until at least June 18,1998, Byron j Administrative Procedure 1100-3, " Fire Protection Systems, Fire Rated Assemblies, Ventilation Seals, Flood Seals, and Water Tight Doors impairments," Revision 11, was not of a type appropriate to the circumstances, in that the procedural guidance allowed licensee personnel to reach the conclusion that the main control room ventilation (VC) envelope could be altered by simultaneously opening three main control room doors without affecting the operability of the VC system However, with the main control room doors opened both trains of the VC system were inoperable and the facility was in a condition prohibited by Technical Specification.
