1.0 Purpose .

This procedure provides for periodic exercises / drills to be conducted to evaluate major portions of the emergency response capability, and to develop and maintain key skills. Corrective actions and recommeedations identified as a result of an exercise or drill will be corrected, and records maintained in accordance with this procedure.

6.0 Limits and Precautions

, 6.1 Exercise scenario's should be varied from year to year to test emergency team response to many of the hitiating conditions listed in Procedures RP/0/A/5700/01, RP/0/A/5700/02, RP/0/A/5700/03, and RP/0/A/5700/04.

6.2 Exercises should be scheduled to start between 6:00 P.M. and midnight

12.1 Exercises I l

i 12.1.1 A full-scale exercise is an event that tests the integrated 4

capability and a major portion of the basic elements existing

! within emergency preparedness plans and organizations. A I 1

full-scale exercise shall include mobilization of state and l

local personnel and resources adequate to verify the capability to respond to an accident scenario requiring p response. A full-scale exercise will be supervised and

[ evaluated by a qualified exercise director. A full-scale f exercise will be held no less than once every 5 years.

f 12.1.2 A small-scale exercise is an event which tests the adsquacy

(a) Coeu=unication drills with state and local government located within the 10 mile Emergency Planning Zone shall .

(b) Communication drills with Federal emergency response organizations and states within the 50 mile Injestion Pathway shall be conducted quarterly.

(c) Communication drills with state and local emergency operations centers and field assessment teams shall be conducted annually.

This drill will involve participation by the North Necklenburg Ambulance Service and the North Mecklenburg ,

Rescue Squad and Charlotte Memorial Hospital. A ca====ication check to Oak Ridge REACTS as the provider of backup medical support shall be conducted during this drill.

(f) A radiological monitoring drill involving onsite and offsite radiological monitoring teams will be conducted .

annually. The monitoring teams will actually collect and analyze air samples, as appropriate. So.

(g) Health Physics drills shall be conducted semi-annually which involve response to, and analysis of, simulated elevated airborne and liquid samples and direct radiation measurements in the environment.

(h) Health Physics drills shall also be conducted manually which involve analysis of inplant liquid samples with actual radiation levels, including use of the post-accident sampling system.

(i) Site assembly drills shall be conducted semi-annually.

These drills shall provide for the capability to account for all individuals onsite at the time cf the emergency and to ascertain the names of missing individuals within j 30 minutes of the start of an emergency condition. The ll capability to account for onsite individuals O ~

continuously after the initial accountability shall be included.

(j) Semi-Annual Emergency Center Activation Drills will be conducted. This drill will provide for the notification I! and activation of the Technical Support Center (TSC) and the Operations Support Center (OSC). One of the

OBJECTIVE l .

To obtain accountability of all personnel onsite in order to implement recovery resources and ensure personnel safety in the event of a potential or act.ual emergency condition. Onsite is defined as all areas inside the owner controlled area fence and the SSD Office, QA Office, Operations Training area and Security Training area near the Unit 2 PAP (see Enclosure 2).

RESPONSIBILITY FOR IMPt1DGENTATION

1. The Shift Supervisor / Emergency Coordinator shall detemine whether or not a Site Assembly is warranted based upon the severity of the emergency condition in regards to personnel safety. Examples:

A. Fire out of control.

B. Righ radiation levels in Auxiliary Building (unplanned). .

C. High airborne particulate or gas levels (radioactive, toxic or flammable) in Auxiliary Building.

D. ECCS initiated dne to primary system failure.

E. Security Breach / Bomb Threat.

NOTE: If at any time in the course of this directive, the Emergency Coordi-nator deems a Site Evacuation is necessary, he should proceed to

) 2. N Imergency Coordinator (or his designee) shall determina whether or not a 'i-subsequent evacuation is warranted after evalcating the situation in regards to personnel safety. Examples: -

A. Fire spreading out of control with potential for reducing contai - t integrity or damaging essential systems / components.

B. Any unplanned increase in whole body exposure >2.0 mees /hr encompassing a mejority of the exclusion area.

C. Any airborne contmaination in excess of concentrations set forth in 10CFR20, Appendiz B, Table II, within the' exclusion area.

D. Toxic or flammable gases within the ex:1usion area.

E. Bomb Threat

3. h individual consencing the Site Evacuation shall detamine which evacua-tion facility is to be utilized based upon implications of the emergency (radiological, chemical, fire, security, etc.) and meteorological conditions (wind direction, preefpitation, etc.). IMPIEMENTATION - SITE ARRRMRf.Y

3. At this time, all personnel shall repcrt to their aupervisors or their '

ass e ly points shown in Enclosure 1. (Assembly points are provided to assist supervision in accounting for their personnel).

A. Superintandants and their clerks and the Station Manager's clerk shall assemble in their offices (outside r.he protected area) or the TSC (insid.

the protected area) if activated, and will be allowed normal passage thru the Personnel Access Portal.

B. Normal passage thru the Personnel Access Portal (s) (PAP) shall not be-restricted during a Site Assembly, however, the Emergency Coordinator may request the Security Shift lieutenant to secure the PAP if the emergency condition warrants.

C. After normal working hours, on weakends, or anytime the Administration offices are normally unoccupied, all personnel outside the protected ares

i shall assemble in the canteen. Personnel outside the Unit #2 PAP should assemble in their respective areas. The senior person in each section is responsible for the personnel in his group who are onsite. He shall maintain accountability for these personnel with the SAS operator at

> Extension 4460 or 4461 for the duration of the Site Assembly. The SAS

(i operator will keep the Shift Supervisor appraised of the status of the accountability every 15.. minutes for the duration of the assembly.

5. The superine=ad*ats or their clerks, Senior QA Engineer, SSD North Division b

Hanager, the Senior Instractor at the Operations Training area and the Security Training lieutenant at the Securit.y Training facility after receiving accounts from their personnel shall report to the Superintendent of Administration who in turn, after receiving these reports shall notify the Emergency Coordinator (Station Manager or Shift Supervisor) All individuals onsite at the time of the emergency shall be accounted for and the names of missing individuals shall be identified within 30 minutes of the start of an emergency requiring Site Assembly. After a Site Assembly is completed and a plast emergency condition continues to exist, accountability of all personnel onsite vill be maintained by individual supervision.

NOTE: & - w a= fifteen (15) minutes after initiation of a Site Assembly, the Superintendents, Senior QA Ya=4===r, SSD North Division Manager, the Senior Instructor at the Operations Plant Trainine area and the Security Training lieutenant at the Security Training facility, should begin personnel status reporta to the Superintendent of Administration p who in turn, will notify the Emergency Coordinator (Station Manager or Shift Supervisor). These status reports should be continued at i fifteen (15) minute intervals until all personnel are accounted for.

,6. Search and rescue of missing personnel vill be at the discretion of the Imergency Coordinator, and shall take into account the emergency situations that may be encountered such as radiological hazards, fire, toxic gases or other conditions that may involve personnel safety. Station Fire Brigade

, personnel trained in rescue procedures and accompanied by Health Physics ,

personnel during radiological situations, shall be utilized for search and rescue of missing personnel.

7. When the condition warranting Site Assembly has been recoved or stabilized to the point where it is no longer a personnel hazard and normal personnel traffic will not hinder any subsequent recovery actions, the Emergency Coordinator shall secure from the Site Assembly via the station PA System.

/ IMPLEMENTATION - SITE EVACUATION

?

1. As per Step 3 of Responsibility for Implementation, determine the evacuation facility to be utilized. See Enclosure 2, Evacuation Routes to the Training and Technology Center and Cowan's Ford Dam.
2. The Shift Supervisor or his designee shall sound a twenty (20) second blast of the Site Evacuation Alarm and make the following announcement on the plant page system: m "This is a Site Evacuation. This is a Site Evacuation. All designated non-essential personnel are to:

(1) proceed to: ."

Training Center /Cowans Ford Das i (2) proceed offsite/home."

3. Repeat Step 2 in full and every 10 minutes until the evacuation is complete.

4. If deemed necessary by the Emergency _ Coordinator or Shift Supervisor, request j the Hecklenburg County Police to assist in traffic control near and around McGuire Nuclear Station and to assist in the control of boating areas on Lake Norman within the exclusion area. (See Enclosure 3) (Station Security will work with the County Police in directing traffic to the evacuation facility designated.)

+ 5. At this time, all non-essential personnel shall evacuate to the designated ,

evacuation facility. (See Enclosure 2). All personnel shall utilize their individual private vehicles with the following exceptions: '

(1) In the event road conditions (severe weather) or a release of radioactive l materials has affected use of private vehicles, all non-essential person-nel shall proceed to the designated evacuation facility by foot.

(2) In the event the situation does not involve a release of radioactive l materials or cone ==4n= tion of the site area, the Emergency Coordinator may allow non-essential personnel to leave the site in their vehicles and proceed offsite/home. -

]' (3) Control Room personnel shall stay on station, evacuate to the Standby Shutdown Facility, or to the evacuation facility as directed by the Shift Supervisor. In the event the Technical Support Center becomes '

uninhabitable, the Emergency Coordinator may direct that he and the l ~

i Superintendents move into the Control Room protected area or evacuate to i the designated evacuation facility.

l NOTE: If there is radiological contandnation of equipment and personnel, Health Physics Emergency Environmental survey teams shall be provided in accordance with the Station Health Physics Manual,

, Sectiion 18.2 (Environmental Monitoring for Emergency Conditions).

Emergency Personnel survey teams shall be provided in accordance with Station Health Physics Manual, Section 18.3 (Personnel Gonitoring for Emergency Conditions).

6. Nuclear Production Superintendents, the Senior QA Engineer, SSD North Division Manager, the Senior Instructor, Plant Operations Training, and the Security Training I.ieutenant shall account for their personnel at the s evacuation facility and report to the Superint=adant' of Administration who
will ir. turn inform the F. 4rgency Coordinator of the evacuation status.

NDTE: Commencing thirty (30) minutes after initiation of a Site Evacuation,

Initiation of emergency actions within the provisions of the Emergency Plan, including notification of and protect.ive action recommendations to authorities responsible for coordinating offsite protective actions, enabling the Shift Supervisor to devote full attention to remedial measures within the station. This authority to notify and make protective action rec - ndations to offsite authorities may not be delegated to other personnel within the emergency organization. .
2. Natification and activation of the Station, Corporate, State / Local Government, and the Nuclear Regulatory Commission emergency organizations having a response role.
3. Continued assessment of actual or potential consequences both onsite and offsite throughout the evolution of the emergency condition.

2. The Shift Supervisor on duty shall ensure that all actions required by

- ) any initiating Emergency Procedure or by any emergency condition have been performed and that all actions necessary for the protection of persona and property are being taken. h Shift Supervisor upon being relieved of the Eastgency Coordinator functions shall continue to take all actions necessary to ensure that any emergency situation is brought under control.

3. The Emersency Coordinator shall have the authority and responsibility to initiate any emergency actions within the provisions of the Emergency Plan, including the notifications and exchange of information with those authorities responsible for coordinating offsite emergency sessures. N Emergency Coordinator will work closely with the Shift Supervisor, other l Station Management and Engineering and Technical Support personnel at the Technical SuPFort Center (TSC). He shall also maintain communications L with offsite personnel at the Crisis Management Center, County Emergency Operations Center (s) and with the North Carolina State Emergency i Op rations Center initially, then with the North Carolina State Emergency

, Response Team Headquarters as this organization is activated. This function will later be assumed by the Recovery Manager at the Duke Power Crisis Management Center.

4. N Control Room is the initial onsite center of emergency control. It is designed for evaluation and controi over the initial aspects of an I

emergency and for those actions necessary for coping with the emergency condition. N se actions include, but are not limited to:

a. Continuous evaluation of the magnitude and potential consequences of the emergency condition.
b. Initial notifications and communications with these station personnel and offsite agencies responsible for coordinating effective response measures.

The control room shall be staffed with the operating shift, the Emergency 0 Coordinator and any other personnel the Shift Supervisor, Station Manager or Emergency Coordinator may require in response to the emergency -

l condition.

5. The Technical Support Center (TSC) acta in support of the e - =ad and control function of the control room and to display current plant status and diagnostic information to those individuals who are knowledgeable and responsible for engineering, technical, and management support of reactor operation in any emergency condition. The TSC is located in Offices 911, 912, 913, and 914 in the Service Building at Elevation 767 (See Enclosure 1, TSC Layout) and has the capability to house twenty five (25) persons, necessary communication equipment, diagnostic display information, plant drawings, layouts, maps, and charts necessary to support the emergency organization. In the event the TSC becomes environmentally uninhabitable due to radiologini or other conditions and the Control Room remains secure (habitable), selected fadividuals (to be determined by the Emergency Coordinator) shall move to Offices 930 and 931 inside the ._

Control Room. All other TSC personnel shall evacuate to the Administration Building, Cowan's Ford Hydro or the Training and Technology Center, as directed by the Emergency Coordinator. In the event the Control Room also becomes n= inhabitable due to radiological or

procedure. h Control Room shall notify and activate the members of the TSC and OSC by notifying the Station Manager or his designee.

h Station Manager or his designee will contact one of the Superintendents, who will then contact the remaining Superintenden'ts..

Each Superintendent will then contact the appropriate personnel in his area of responsibility. N Section Heads shall be responsible for notifying the personnel under their direction assigned to the TSC and OSC and any other personnel that they may deem necessary to support the emergency condition. This notification and activation will be conducted as shown in Enclosure 2.

ij h TSC and OSC shall be operational in one (1) hour and fifteen (15) minutes and will be staffed and organized in accordance with Enclosure 2 and Enclosure 3, or as deemed necessary by the Emergency Coordinator.

B. The TSC shall include, but not be limited to the following personnel:

v (1) h Emergency Coordinator or in his absence a designated alternate per Enclosure 2. h Emergency Coordinator shall have complete responsibility for activation of the TSC and the

': Corporate Crisis Management Plan. He shall staff the TSC with those personnel listed in Enclosure 2, or at his discretion with those personnel deemed necessary to effectively assess the

the emergency condition. h Emergency Coordinator will have direct communications via telephone or radio with the Recovery Manager at the Crisis Management Center, each County Emergency Operation Center, the North Carolina State Emergency Response Team si.A via telephone only to Nuclear Regulatory Commission.

He shall maintain lines of communication and consultation with these agencies to ensure that they are informed of the emergency condition at all times, in accordance with the Emergency Plan. ,

(2) The Superintendent of Operations when designated shall assume ti:s duties of the Emergency Coordinator. He will provide expertise to the Emergency Coordinator and the Shift Supervisor regarding solutions to operational problems. He shall ensure that each operating shift is manned with competent personnel trained and prepared to manage all operational emergency conditions and he shall augment his personnel resources as necessary to accomplish this goal. He shall provide technical expertise to other members of the TSC and shall work closely I with the Superintendent of Maintenance in restoring station equipment to an operational status during and after the emergency condition.

(6) The Operating Engineer shall assume the duties of the Superintendent of Operations when so designated. He will provide technical expertise to the Superintendent of Operations and other members of the TSC as required. He will assist the Superintendent of Operations in coordinating activities during the emergency condition by developing work schedules, equipment and material procurement, guidance and assistance to the Shift

He will be responsible for notifying the OSC Coordinator of the OSC activation in accordance with Enclosure 2. (10) The Performance Enaineer shall assume the duties of the '

Superintendent of Technical Services when so designated. He will provide technical expertise to the Superintendent of Technical Services and to other members of the TSC as required.

He is responsible for coordinating station activities with .

regulating agencies, coordinating the reporting and investigation of all incidents and for providing a review of appropriate station technical matters. Special Assistants

The Instrument and Electrical Engineer shall ensure that all areas under his direction are staffed and prepared to manage any I&E support for any emergency condition including providing the appropriate IAE personnel to the OSC based on the actual plant emergency.

(14) The Plannins Ensineer shall assume the duties of the Superintendent of Maintenance when so designated. He will provide technical expertise to the Superintendant of Maintenance and to other members of the TSC as required. He is a responsible for the implementation and evaluation of the maintenance management program and for the administration of the materials procurement programs. The P1mr:ning Engineer O- shall ensure that all areas under his direction are staffed and prepared to manage planning and materials support for any emergency condition.

1 (15) The Mechageal Maintenance Ensineer shall assume the duties of

/ 3.1 The Shift Supervisor / Emergency Coordinator shall assure that the appropriate emergency condition (Notification of Unusual Event, Alert, Site Area Emergency, or General Emergency) is declared by evaluating the actual plant condition with Enclosure 4.1, Emergency Classification Guide Flowchart and Enclosure 4.2, List of Initiating Conditions, Emergency Action Levels, and Associated Emergency Procedure / Document.

NOTE The Shift Supervisor shall assume the function of the Emergency Coordinator until the arrival of the Station Manager or his designee at which time the Station Manager or his designee assumes the l responsibility of the Emergency Coordinator.

/ 3.2 Upon declaration of a General Emergency, the Emergency Coordinator shall immediately reconsend to offsite authorities, ..

sheltering (remain indoors with the doors and windows closed, and ventilation equipment turned off, monitor Emergency Broadcast networks) of the general public within the 2 mile radius (Areas B, C, M, and L) and 5 miles downwind (90* Sector) of the station. (Utilize Enclosure 4.8, McGuire Protective Action Zones to determine those areas affected to 5 miles downwind). Provide a follow-up recommendation as soon as possible after evaluating the specific plant conditions, offsite dose projections and field monitoring team measurements as they become available. (See Enclosure 4.7, Protective Action Recommendation Flow Chart).
