D: sign Featuras L 4.0 4.0- DESIGN FEATURES 4.1 Site Location l The McGuire Nuclear Station site is located at latitude 35 degrees,25 minutes,59 L seconds north and longitude 80 degrees,56 minutes,55 seconds west. The Universal F-Transverse Mercator Grid Coordinates are E 504,669,256, and N 3,920,870,471. The site is in northwestern Mecklenburg County, North Carolina,17 miles north-northwest of

- - Charlotte, North Carolina.

l 4.2 Reactor Core

'4.2.1 Fuel Assemblies The reactor shall contain 193 fuel assemblies. Each assembly shall consist of a matrix of Zircalloy fuel rods with an initial composition of natural or slightly enriched uranium dioxide (UO2 ) as fuel material. Limited substitutions of zirconium alloy or stainless steel filler rods for fuel rods, in accordance with

' approved applications of fuel rod configurations, may be used. Fuel assemblies shall be limited to those fuel designs that have been analyzed with applicable NRC staff approved codes and methods and shown by tests or analyses to

' comply with all fuel safety design bases. A limited number of lead test assemblies that have not completed representative testing may be placed in nonlimiting core regions.

4.2.2 Control Rod Assemblies The reactor core shall contain 53 control rod assemblies. The control material shall be silver indium cadmium (Unit 1) silver indium cadmium and boron carbide (Unit 2) as approved by the NRC.

4.3' Fuel Storage 4.3.1. Criticality 4.3.1.1 The spent fuel storage racks are designed and shall be maintained with;

a. Fuel assemblies having a maximum nominal U-235 enrichment of 4.75 weight percent;

5.5.12 Explosive Gas and Storaae Tank Radioactivity Monitorina Prooram l This program provides controls for potentially explosive gas mixtures contained in the Waste Gas Holdup System, the quantity of radioactivity contained in gas storage tanks or fed into the offgas treatment system, and the quantity of radioactivity contained in unprotected outdoor liquid storage tanks. The gaseous radioactivity quantities shall be determined following the methodology in Branch Technical Position (BTP) ETSB 11 5, " Postulated Radioactive Release due to Waste Gas System Leak or Failure". The liquid radwaste quantities shall be determined in accordance with Standard Review Plan, Section 15.7.3,

" Postulated Radioactive Release due to Tank Failures".

The program shallinclude:

a. The limits for concentrations of hydrogen and oxygen in the Waste Gas Holdup System and a surveillance program to ensure the limits are maintained. Such limits shall be appropriate to the system's design criteria (i.e., whether or not the system is designed to withstand a hydrogen explosion);

LCO 3.0.5 Equipment removed from service or declared inoperable to comply with ACTIONS may be retumed to service under administrative control solely to perform testing required to demonstrate its OPERABILITY or the OPERABILITY of other equipment. This is an exception to LCO 3.0.2 for the system returned to service under administrative control to perform the required testing to demonstrate OPERABILITY.

LCO 3.0.6 When a supported system LCO is not met solely due to a support system LCO not being met, the Conditions and Required Actions associated with this supported system are not required to be entered. Only the support system LCO ACTIONS are required to be entered. This is an exception to LCO 3.0.2 for the supported system. In this event, additional evaluations and limitations may be required in accordance with Specification 5.5.15, " Safety Function Determination Program (SFDP)." If a loss of safety function is determined to exist by this program, the appropriate Conditions and Required Actions of the LCO in which the loss of safety function exists are required to be entered.

When a support system's Required Action directs a supported system to be declared inoperable or directs entry into Conditions and Required Actions for a supported system, the applicable Conditions and Required Actions shall be entered in accordance with LCO 3.0.2.

LCO 3.0.7 Test Exception LCOs 3.1.8 and 3.4.17 allow specified Technical Specification (TS) requirements to be changed to permit performance of special tests and operations. Unless otherwise specified, all other TS requirements remain unchanged. Compliance with Test Exception LCOs is optional. When a Test Exception LCO is desired to be met but is not met, the ACTIONS of the Test Exception LCO shall be met. When a Test Exception LCo ls not desired to be met, entry into a MODE or other specified condition in the Applicability shall be made in accordance with the other applicable Specifications.

8 3.0 -LIMITING CONDITION FOR OPERATION (LCO) APPLICABILITY

t LCOs 'LCD 3.0.1-through LC0 3.0.8 establish the general l requirements applicable to all Specifications and apply at all times, _unless otherwise stated.

~ LC0z 3.0.1 LC0 3.0.1' establishes the Applicability statement within each individual Specification at the requirement for when the LC0 is required to be met (i.e., when'the unit is in the-

, MODES or other specified conditions of the Applicability L statement of each Specification).

LC0; 3.0.2 LCO 3.0.2 establishes that upon discovery of a failure to meet an LCO, the associated ACTIONS shall be met. The Completion Time of each Required Action for an ACTIONS L Condition is applicable from the point _in time that an-

BASES LC0 3.0.7 allow specified Technical Specification (TS) requirements to (continued) be changed to permit performances of these. special tests and operations, which otherwise could not be perforned if required to comply with the requirements of these TS.

Unless otherwise specified, all tiie other TS requirements remain unchanged. This will ensure all appropriate requirements of the MODE or other specified condition not directly associated with or required to be changed to perform the special test or operation will remain in effect.

The Applicability of a Test Exception LC0 represents a condition not necessarily in compliance with the nornal requirements of the TS. Compliance with Test Exception LCOs is optional. A special operation may be perforned either under the provisions of the appropriate Test Exception LCO or under the other applicable TS requirements. If it is desired to perform the special operation under the provisions of the Test Exception LCO, the requirements of the Test Exception LC0 shall be followed. I LC0 3.0.8 LC0 3.0.8 delineates the applicability of each specification to Unit 1 and Unit 2 operations.

SR Applicability B 3.0

' i B 3.0 SURVEILLANCE REQUIREMENT (SR) APPLICABILITY BASES l SRs SR 3.0.1 through SR 3.0.5 establish the general requirements applicable to all Specifications and apply at all times, i unless otherwise stated.

SR 3.0.1 SR 3.0.1 establishes the requirement that SRs must be met during the MODES or other specified conditions in the Applicability for which the requirements of the LC0 apply, unless otherwise specified in the individual SRs. This Specification is to ensure that Surveillance are performed '

to verify the OPERABILITY of systems and components, and that variables are within specified limits. Failure to meet a Surveillance within the specified Frequency, in accordance with SR 3.0.2, constitutes a failure to meet an LCO.

Systems and components are assumed te be OPERABLE when the associated SRs have been met. Nothing in this Specification, however, is to be construed as implying that I systems or conponents are OPERABLE when:

a. The systems or components are known to be inoperable, although still meeting the SRs; or
b. The requirements of the Surveillance (s) are known not to be met between required Surveillance performances.

Surveillance do not have to be performed when the unit is L in a MODE or other specified condition for which the requirements of the associated LC0 are not applicable, unless otherwise specified. The SRs associated with a test exception are only applicable when the test exception is used as an allowable exception to the requirements of a Specification.

Unplanned events may satisfy the requirements (including applicable acceptance criteria) for a given SR. In this

l. case, the unplanned event may be credited as fulfilling' the l performance of the SR. This allowance includes those SRs whose _ performance is normally precluded in a given MODE or l other specified condition.

Changes for Section 5.5. The movement of these requirements within the TS is considered administrative. This change is consistent with NUREG-1431.

A.12 The CTS for each unit is currently contained within separate volumes. The ITS combines both Units 1 and 2 into a single volume, consistent with the CTS prior to Amendments 166 and 148.

ITS LCO 3.0.8 and SR 3.0.5 are added to clearly state that each individual specification and surveillance requirement applies to each unit independently, unless otherwise specifically stated. In those instances, the specification or surveillance denotes limits for each unit individually, or the specification is identified as only being applicable to a particular unit. This is consistent with CTS 3.0.5 and 4.0.6 which existed prior to the above amendments. This change is administrative since it only restates the requirements which already exist when each unit is provided in separate volumes and maintains all of the technical requirements.

LCO 3.0.1 LCO 3.0.1 establishes the Applicability statement within each individual Specification as the requirement for when the LCO is required to be met (i.e., when the unit is in the MODES or other specified conditions of the Applicability statement of each Specification).

LC0 3.0.2 LC0 3.0.2 establishes that upon discovery of a failure to meet an LCO. the associated ACTIONS shall be met. The Completion Time of each Required Action for an ACTIONS Condition is applicable from the point in time that an ACTIONS Condition is entered. The Required Actions establish those remedial measures that must be taken within specified Completion Times when the requirements of an LC0 are not met. This Specification establishes that:

a. Completion of the Required Actions within the specified Completion Times constitutes compliance with a Specification: and
b. Completion of the Required Actions is not required-when an LC0 is met within the specified Completion Time, unless otherwise specified.

There are two basic types of Required Actions. The first type of Required Action specifies a time limit in which the LC0 must be met. This time limit is the Completion T1ee to restore an inoperable system or component to OPERABLE status or to restore variables to within specified limits. If this type of Required Action is not ccapleted within the specified Completion Time, a shutdown may be required to place the unit in a MO3E or condition in which the Specification is not applicable.
