Docket Nos. 50-413 and 50-414 OD

Dear Sirs:

Pursuant to the Board's directive of June 22, 1984, Palmetto Alliance and Carolina Environmental Study Group designate a named expert who will assist intervenors in the litigation of the diesel generator issues admitted in this proceeding. We note that intervenors' ability to contribute to the development of a sound record on this safety' issue will also be founded on the expertise of CESG's authorized representative, Jesse L. Riley, and the appearance of this counsel. The professional qualifications and abilities of Mr. Riley and myself are matters of record. Further, as acknowledged in the Board's ruling on this contention, intervenors continue to anticipate additional expert aid from those who are assisting intervenors in other pro-ceedings involving the safety of Transamerica Delavel, Incorporated (TDI) emer-gency diesel generators.

July 6, 1984 Page Two At this time, then, Palmetto and CESC are able to designate Dr.

Robert Anderson, Professor of Materials Engineering at San Jose State University, California, as our source of expert assistance on this con-tention. Dr. Anderson earned a Ph.D in metallurgy from Stanford University; worked for ten years for the U.S. Navy Radiation Defense Iaboratory and has taught in the Department of Materials Engineering at San Jose State for the last ten years. He is a licensed professional engineer in metal-lurgy in California, has published numerous technical papers in his field and is a member of a number of professional societies. Dr. Anderson is currently a consultant to Suffolk County, New York, a party to the Shoreham Nuclear Power Plant licensing proceeding where the safety of TDI emergency diesels is in litigation. In that capacity Dr. Anderson has undertaken a review of t!>c quality of manufacturing os dJenet enginee, and components at TDI.

We believe that the' expert assistance of Dr. Anderson and others, to-gether with the efforts of these parties' representatives, will provide sig-nificant contributions to the resolution of these serious safety issues; and trust that this designation fully meets the condition established by the Board for admission of the most recent diesel generator contention. Finally, we bring to the Board's attention our Motion to Compel Discovery from App 11-cants, served June 1, 1984; and snswered June 28, 1984, which is now ripe for e

decision.
