Dear Sir:

Via Reference 1, the Authority responded to three questions raised by members of your staff in a May 30, 1984 conference call. In a more recent telephone call, your staff had additional questions concerning safe load paths. This letter clarifies the Authority's prior responses (Reference 1 and 2) and documents our recent telephone conversation on this subject.

Question number three in the attachment to Reference 1 deals with the development of safe load paths. To clarify our response to this question, the Authority does not consider it necessary to develop safe load paths for all heavy loads (heavier than 750 pounds, as defined by NUREG-0612) at this time. Rather, safe load paths will be established prior to'the start of any such lift.

In the attachment to Reference 2. the Authority committed to revise heavy load handling procedures to require that either safe load paths be identified by floor markings before making a lift or, that a load handling supervisor be present. These procedures may include alternate safe load paths to enhance maintenance flexibility. Safe load paths and procedures have been developed and implemented for major heavy loads, such as the reactor vessel head, reactor cavity shield plugs, drywell head, steam dryer, shroud head / separator, internals storage area shield plugs, refueling canal plugs and portable radiation shield (" cattle chute").

The maintenance procedure for reactor building crane load handling operations is current being revised to incorporate the safe load paths described in Reference 2. This revised procedure will be implemented prior to the start of the February 1985 refueling outage.

The Authority considers the heavy loads issues (NUREG-0612) closed for the FitzPatrick plant. If you have any further questions concerning this subject, please contact Mr. J. F. .
