INTRODUCTION. l l' l l The purpose of this procedure is to identify by name and/or title l l those individuals assigned to fill positions in the Emergency Response l l Organization (ERO). In general, aber procedures discuss emergency l I actions and responsibilities in terms of position titles in the ERO, I I and the reader should refer to this prncedure to identify the l I individuals who fill those positions. This approach is used in order l I to minimize the number of revisions that are necessary when the normal l l AP&L organization is changed or when assignments to the ERO are i i modified. 1 I l l II. NOTES AND PRECAUTIONS l l l l A. The assignment of individuals to tne ERO as identified in this l I procedure is intended primarily to aid in the initial emergency l I response and may oe modified during an incident. The Incident l l Response Dircctor will notify members of the ERO of any changes I i in assignments, but if necessary up-to-date information on i 1 personnel assignments can be obtained by contacting the IRD or I i the Planning & Scheduling Coordinator. l l l l 8. This procedure identifies the individuals with the primary l l l responsibility for filling positions in the ERO and provides, l I where required, sufficient alternates to ensure that an .I l individual can be contacted to fill each position. However, for I i protracted operations, it may be necessary to activate additional- 1 I individuals to provide sufficient shift covekage. I I I l C. The phone numbers and other numbers for contacting members of the l l ERO cre provided in the Emergency Telephone Directory." l I I I III. INSTRUCTIONS l 1 I I A. INITIAL AJSIGNMENTS I I l I 1. INTRODUCTION I I I l This procedure describes the mechanisms for notification of the l I Emergency Response Organization in the event of an emergency at ANO, I l and the mechanism for the follow-on notification of outside l l organizations (i.e. , government and industry) by AP&L when necessary. l l The notification mechanisms are based on the following concepts: l I l l A. The ANO Control Room shall notify the Little Rock Control Center l I (LRCC), which is manned 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> per day, and this center shall l I in turn be responsible for notification of the Little Rock l l Corporate Official (LRCO) per procedure 3. The LRC0 upon being i i notified by the LRCC shall assume the position of Incident l I Response Director (IRD) until the IRD or one of his alternates l I can be reached. I I I l 3. The IRD, or the LRCO if the IRD or one of his alternates cannot l I be contacted, shall be responsible for determining on a l l case-by-case basis the extent of additional notifications that l l are appropriate. I l l l C. Members of the Emergency Response Organization (ERO) are i l responsible for notification of individuals reporting directly l l under them in the ERO. I I 1 l 0. Notification of government and industry should be done by those .I I AP&L individuals most commonly in contact with these groups. I l ~l l II. NOTES AND PRECAUTIONS l l 1 i A. The user of this procedure ::hould refer to Procedure 1, I l " Assignment of Personnel to the Emergency Response Organization", I l for the names of the individuals assigned to fill positions in l I the ERO. I l l I B. The user of this procedure should refer to the Emergency i I Telephone Directory for the telephone and others numbers at which l l members of the ERO can be reached. l l C. The user should refer to Appendix A, Communications Equipment l l Manual fo= detailed instructions on how to use radios, pagers, I l and other emergency communications equipment. 1 I I l D. It is r9 commended that individuals responsible for making l l notifications use figures contained in Procedure 1 to keep track l I of which individuals are activated to fill which positions in the l l ERO. INTERNAL AP&L NOTIFICATIONS l l 1 l 1. In the event of an incident requiring activation of the ANO l l Emergency Plan, the ANO Control Room will notify the Little l l Rock Control Center (LRCC). This notification will occur l l for the initial declaration of an emergency action level l l (i.e., Unusual Event, Alert, Site Emergency, General l l Emergency) or whenever an emergency is upgraded from one l l emergency classification to another unless the IRD has l i relocated to the Emergency Control Center. l l l ,

l 2. Upon being notified of an emergency at ANO, the LRCC shall l l immediately contact one (1) Little Rock Corporate Official, l l by using Procedure 3. l I I l 3. When notified of an emergency at ANO, the Little Rock l l Corporate Official shall contact the AN0 Control Room or the l l Onsite Technical Support Center for a detailed appraisal of l l the situation. This return call shall also serve to l l authenticate the LRCC's call. The LRCO shall then try to l l contact the IRD or one of his alternates. If contact is l l made, the LRC0 shall appraise the IRD or his alternates of I l the situation and the IRD or his alternate shall assume . l l responsibility. If contact can not be made, the LRC0 shall l l assume the duties of the IRD. l-I J l 4. When appraised of the situation at ANO, the IRD, based on l l the information relayed to him, shall determine: -l l 1 l a. The extent to which it is appropriate to activate the i I ERO. l 1 l l b. The initial location where key members of the ERO l l should assemble for further instructions. l l l l Typically, the following members of the ERO should be I i notified for any of the four Emergency Action levels: l l l l a. EXTERNAL NOTIFICATIONS l I I I Appropriate notifications of external organizations shall be l l determined on a case-by-case basis at the time of the incident. I I Since external notifications typically involve a public I I information release, they should preferably be performed as s u -1 I as possible after the initial AP&L information release regarding I the incident is prepared. Responsibilities for notification of I external organizations are discussed in Procedure 5, "Public I I Information Releases". INTRODUCTION l l l l This procedure describes the mechaaisms used by the Little Rock l l Control Center for the notification of one (1) Little Rock Corporate l l Official in the event of an emergency at ANO. The notification l l mechanisms are based on the following concepts: l l l l A. The ANO Shift Supervisor shall be responsible for notifying the l l Litcle Rock Control Center (LRCC), which is manned 24-hours per l l day, in the event of an incident at ANO which would require the l I activation of the ANO Emergency Plan. I I I l 8. The LRCC, upon being notified by ANO of an emergency, shall in l l turn be responsible for notification of one (1) Little Rock l l Corporate Official. l l l

I II. NOTES AND PRECAUTIONS l 1 l l This procedure will not be used once the Incident Response Director l l has arrived at the site. l I I l III. INSTRUCTIONS l l l l A. EMERGENCY NOTIFICATION-ANO TO LITTLE ROCK CONTROL CENTER l l l l Upon declaration of, an emergency at ANO, the Shift l l Administrative Assistant (SAA) will notify the Little Rock -l l Control Center (LRCC) of the emergency by one of the following l l methods
l l l l 1. Dedicated telephone number: 370-8984. l I l l 2. ANO Radio.  !

l l l 3. Contact OES via the OES radio and request OES to call the 1 i LRCC at telephone number: 370-8984 l l 1

LRCC Notification of Little Rock Corporate Official l i I l Upon notification by the SAA under A above, the LRCC shall notify l l one (1) Little Rock Corporate Official of the message received i l under A above. All communication shall be logged by the LRCC on i j Attachment 2. Notification of the Little Rock Corporate Official I l shall be made using the following notification schemes (W, X, Y, l l and Z) in the order presented until a successful contact is made. I I Where appropriate, office telephone numbers shall be used during i i normal working hours (8:00 a.m. to 5:00 p.m.) and home telephone l l numbers at other times. l I I I If a successful contact has not been completed after exhausting l l '

Notification Schemes V, X, Y & Z, the LRCC shall return to l l Notification Scheme W and proceed through the notification l I options until a successful contact has been completed. If a l I successful contact has not been completed after two tries through l I Notification Schemes W, X, Y and Z, the LRCC shall attempt to l I make a successful contact by use of the " Alternate" Notification l I Scheme. I l - Don Rueter i l Pager 80: Fossil and Hydro Operations Director l I - Tom Kilgore i l l I Upon completion of calling all 4 pagers, the LRCC shall i l wait, (no longer than 10 minutes) for a return telephone I l call via the dedicated LRCC telephone or via the ANO radio. l l Upon receiving such a return call, the LRCC shall relate the I l information from ANO (under A above), inform the first l I individual who calls in that he is to assume the Little Rock l l Corporate Official position, request the individual to l I repeat the message back and terminate the LRCC action under l l this procedure. If subseugent return calls are received, I l the LRCC shall provide the information received from ANO ~l I (under A above) a_ndn provide the name of the first person to I i return the pager call.
