Dear Folks:

Please consider this letter a 2.206 petition. We request that the NRC consider formally whether a license amendment is required

, for each utility that wishes to ship irradiated fuel from West Valley, New York.

In the event that a license amendment is to be required, we ask that a hearing be held in each of several affected jurisdictions in the nine states to be crossed by the potential shipments, in order to consider the substantial safety, economic, and environmental issues that will be involved.

He agree with the August 24, 1983 letter of the Sierra Club Radioactive Waste Campaign in its raising of several safety and policy issues.

Could you please inform us of whether the NRC has ever been formally asked for an opinion as to whether a license amendment was required, and if so, what NRC responded?

Thank you for your prompt consideration of this question. We also request that NRC hold up the impending shipments until an NRC decision can be arrived at.
