New Hampshire Yankee (NilY) has enclosed License Amendment Request 91-05. This License Amendment Request is submitted pursuant to 10CFR50.90 and is distributed pursuant to 10CFR50.4.

The purpose of License Amendment Request 91-05 is to propose changes to the Seabrook Station Technical Specifications implementing the guidance of NRC Generic Letter 8816 " Removal of Cycle-hpecific Parameter Limits Froei Technical Specifications" The proposed Technical Specification changes involve the relocation of several cycle-specific parameter limits from the Technical Specifications to a new NilY report entitled the Core Operating Limits Report (COLR)

License Amendment Request 91-05 has been reviewed and approved by the NilY

Station Operation Review Committee and the Nuclear Safety Audit Review Committee.

As discussed in the enclosed License Amendment Request 91-05,Section V, the proposed changes have been determined not to involve a significant hazards consideration pursuant to the standards of 10CFR50.92. A copy of this letter and the enclosed License Amendment Request 91-05 have been forwarded to the State of New llampshire State Liaison Officer pursuant to 10CFR50.91(b).

New Hampshire Yankee's proposed schedule for the NRC approval and issuance of License Amendment Request 91-05 is December 15,1991 (see enclosed License Amendment Request 91-05,Section VI).
