SUBJECT:

Interim Findings on Offsite Radiological Emergency Response Preparcdness (RERP) for the Catawba Nuclear Station Attached is a copy of the Federal Emergency Management Agency (FEMA) Interim Findings on the adequacy of offsite RERP for the Catawba Nuclear Station.

The Interim Findings Report, dated April 17, 1984, was prepared by FEMA Region IV ,

and transmitted to FEMA Headquarters on April 18, 1984. A copy is being forwarded to the State of South Carolina and the State of North Carolina for their use in upgrading the offsite RERP for the Catawba Nuclear Station.

The State of South Carolina, and York County, and the State of North Carolina, and Caston and Mecklenberg Counties, which are located in the 10-mile plume emergency planning zone (EPZ), have developed plans and participated in the first full participation exercise conducted February 15-16, 1984.

The January 1984 revisions of the two State and the three local plans were reviewed by the FEMA Region IV Regional Assistance Committee (RAC) on March 21, 1984. ,

The RAC's comments on the revised plans were provided to the States on March 23, 1984.

Plan changes and/or a schedule of corrective actions from each State are expected to be received at FEMA Region IV carly this month.

Based on a review of the above information, FEMA finds that the States' and local emergency plans are capable of being implemented, and the exercise demonstrated that the offsite preparedness is adequate to provide reasonable assurance that appropriate measures can be taken to protect the health and safety of the public living in the vicinity of the Catawba Nuclear Station in the event of a radiological emergency.

Attached is the Interim Findings Report on the adequacy of off-site

! preparedness in the vicinity of Plant Catawba, South Carolina, as requested by the Nuclear Regulatory Commission.

The January 1984 revisions of the North Carolina and South Carolina j

l Radiological Emergency Plans, as well as York (South darolina),

l Gaston and Mecklenburg (North Carolina) Counties Plans were reviewed by the Regional Assistance Committee (RAC) on March 21, 1984. The RAC comments on the revised plans were provided to the States on March 23, 1984, with the suggestion that the States' responses and/or plan changes be submitted to this office by April 13, 1984.

The Plant Catawba Exercise was conducted on February 15-16, 1984, and copies of the Exercise Report sent to FEMA National Office and i to the States on March 30, 1984.

Based on a review of the above information, this office finds that the States' and local emergency plans are adequate and capable of being implemented, and that the exercise demonstrated that the off-site preparedness is adequate to provide reasonable assurance that appropriate measures can be taken to protect the health and safety of the public living in the vicinity of Plant Catawba in the event '

of a radiological emergency.
