Operating License DPR-28 Docket No. 50-271 Abnorraal Occurrence No. AO-72-13 Gentlenent As defined by Technical Specifications for the Vermont Yankee Nucicar Power Station, Section 6.7.A.c, we are reporting the following Abnorcal Occurrence as AO-72-13 and confirning our telephone conversation with your offico on this date.

At approxfinately 10:00 p.m. or, Hovenber 9, during routine surveillance satepling of the outside radwas.te tanko, the total activity of the threa tanks was found to be 7.296 Curica. This constituted a violation of Section 3.8.E of Technical Specifications, which establishes a limit of 0.3 Curies. The recetor van in the cold shutdown condition at the time of this occurrence.

This activity was almoot totally attributable to Xenon present in in the water (Xel33 - 86.78%, Xo135 - 11.05%). Tracen of the following isotopen were also present:

CoS8 - 0.12%

Zn65 - 0.09% -

La140 - 0.05%

1133 - 0.03%
