As defined by Technical Specifications for the Vermont Yankee Nuclear Power Station, Section 6.7.d.1, we are reporting the following l Abnormal Occurrence as A0-73-32.

On November 20,1973, at 0620, during conduct of the monthly High Pressure Coolant Injection (HPCI) System pump operability surveillance test, both gaskets on the gland seal exhaust condenser failed. This cooler is required for proper operation of the HPCI system and its. loss precludes the HPCI operability required by Section 3.5.E.1.a of the Technical Specifications. The reactor was operating at approximately 62% power at the time of this incident.

Replacement of the failed gaskets was initiated immediately. I Concurrently, the operability verification required by Section 4.5.E.2 of Technical Specifications was begun. e The cooler was repaired and HPCI was tested and verified operable at 0945 on the date of the occurrence.

i The Plant Operations Review Committee concluded that the

, causa of the blown gaskets was an overpressurization of the 4

condenser due to a possible improper setting of relief valve HPCI 23-66; however, as a result of the successful retest on November 20, 1973, it was agreed that the monthly pump operability test to be conducted in December,1973, would satisfactorily 1

demonstrate total system performance.
