After reviewing the testimony and related documents submitted in the reopened hearing in the above-referenced matter (scheduled to begin on March 7,1983), the Comonwealth has elected to exercise its right to participate as an interested state pursuant to 10 C.F.R. 52.715(c). The Carmonwealth may wish to conduct cross-examination during the proceeding after the primary litigants have done so, and will determine whether it wishes to take a position on the substantive issues in the proceeding after reviewing the emplete record. I have contacted counsel for UCS, the Licensee, and the NRC Staff, and no xirty objects to the Cowaalth's participation in the reopened
