COMMONWEALTH OF PENNSYLVANIA'S PETITION FOR LEAVE TO PARTICIPATE AS AN INTERESTED STATE The Commonwealth of Pennsylvania
(" Commonwealth") hereby requests leave to participate as an interested State in the hearings scheduled in the above-captioned matter, pursuant to 10 CFR 2.715(c).

By order dated May 15, 1986, the Nuclear Regulatory Commission established a hearing to be held before an Administrative Law Judge in response to a request for hearing by Edward Wallace (CLI-86-09).
The Commission's order directs persons who responded to Commission order of December 19,-1985 (CLI-85-19), and who desire to intervene in the proceeding with regard to Mr. Wallace, to file a petition to intervene in the proceeding.

19, 1985 In the response, the Commonwealth stated that there was a basis in the record of prior proceedings and reports by the NRC to warrant the Commission's attention to this matter.

The Commonwealth has a continuing interest in the safe operation of the Three Mile Island Nuclear Station in Pennsylvania and in the integrity of those who hold management
, positions affecting the safety of the Three Mile Island units.
Although GPU Nuclear Corporation is not presently proposing to assign Mr. Wallace to any management responsibility for the Three Mile Island units, one of the results of this proceeding may be the lifting of any conditions on his employment relating to the Three Mile Island units.
For this reason, the Commonwealth believes it is necessary to participate in this proceeding.

As stated in the Commonwealth's comments to the Commission, the Commonwealth has no additional f acts to offer, and has no independent means of obtaining information on the facts in dispute.
However, the Commonwealth is interested in participating in the upcoming hearing to ensure that the facts are fairly presented and that the evidence is thoroughly analyzed.
The Commonwealth is not now advocating a position against Mr.
Wallace.
