The Conmanwealth of Pennsylvania hereby requests leave to parti-cipate in the hearings scheduled in the above-captioned proceeding as an interested State, pursuant to 10 C.F.R. S2.715(c), for the following reasons:

1. By order dated June 1,1984, the Atomic Safety and Licensing Board, in response to action'for su:rary disposition, disnissed certain contentions raised by Joint Intervenors in the proceeding. The Board, however, did not dispose of Contentions 1.a and 1.b in full, and scheduled a hearing on the remaining parts of these contentions cocrencing July 16, 1984.

2. The Ccumonwealth of Pennsylvania has an interest in partici-pating at the hearing to ensure that the facts are fairly presented and that the evidence is thoroughly analyzed.

3. Thermealth of Pennsylvania, through its nuclear engineering staff, has the technical expertise to evaluate the testimony and evidence d ich will be presented. The staff is prepared to examine the issues raised by the contentions.
