Dear Sir:

The Armed Forces Radiobiology Research Institute (license R-84, docket 50-170) has completed changes to improve its reactor facility emergency plan without prior Commission approval as authorized by 10 CFR 50.54 (q) .

The changes have been made and approved under provisions of 10 CFR 50.59. They do not decrease the effectiveness of the plan and are detailed in the attached memorandum (Attachment 1). The plan continues to meet the requirements of Appendix E, 10 CFR 50.

The new plan has been approved by the AFRRI Reactor and Radiation Facility Safety Committee and is submitted at Attachment 2.

b. Revisions in grammar, spelling, and syntax are made throughout the document. None of these revisions change either the meaning or the requirements of the text.
