KEWAUNEE NUCLEAR POWER PLANT - CORRECTION TO ISSUANCE OF AMENDMENT 165 AND AMENDMENT 167 (TAC NOS. MB5717 AND MB5718)
Dear Mr. Coutu:
On March 11, and April 4, 2003, the U.S. Nuclear Regulatory Commission (NRC) issued Amendments Nos. 165 and 167, respectively, to Facility Operating License No. DPR-43 for the Kewaunee Nuclear Power Plant (KNPP).
Amendment No. 165 approved revisions to KNPP Technical Specifications (TS) 1.0, Definitions, TS 2.1, Safety Limits, Reactor Core, TS 2.3, Limiting Safety System Settings, Protective Instrumentation, TS 3.1, Reactor Coolant System, TS 3.8, Refueling Operations, TS 3.10, Control Rod and Power Distribution Limits, TS 6.9, Reporting Requirements, and their associated Bases. These modifications allowed you to implement a Core Operating Limits Report (COLR) by relocating cycle-specific, reactor coolant system-related parameter limits from the TSs to the COLR. In addition, Amendment No. 165 made administrative changes to the above TSs.
Amendment No. 167 approved revisions to KNPP TSs for use of Westinghouse 422 VANTAGE
+ nuclear fuel with PERFORMANCE + features.
By letter dated April 15, 2003, you requested a correction to Amendment No. 167 for KNPP TS page TS 2.3-2, because TS page 2.3-2 was issued including both the information stricken, which was to be removed, and the information to be added. KNPP TS page 2.3-2 that you sent the NRC included both the information stricken, which was to be removed, and the information to be added, due to an administrative error. The corrected KNPP TS page TS 2.3-2 is enclosed in Enclosure 1. This administrative correction does not impact or change our safety evaluation and acceptance of Amendment No. 167.
Due to an administrative error, the amendment number was not typed in the lower right hand corner of the KNPP TS pages for Amendment No. 165 and Amendment No. 167 issued on March 11, and April 4, 2003, respectively. The corrected KNPP TS pages for Amendment No. 165 are enclosed in Enclosure 2. The corrected KNPP TS pages for Amendment No. 167 are enclosed in Enclosure 3.
